As per custom, Chairman Nebojsa Radmanovic, the Serb member, was absent.Chairman Nebojsa Radmanovic has never been to any previous Statehood Day ceremonies, and the Republic Srpska leadership has in the past repeatedly refused to recognize the November 25 Statehood Day public holiday, preferring instead to observe the November 21, "Day of the General Framework Agreement for Peace in Bosnia-Hercegovina".
